Position’s Location: Rochester, MN
Overall Job Description:
The Director of Construction is a leadership position responsible for the overall administration, management and delivery of special development projects in downtown Rochester in support of economic vibrancy and growth management.
 
Responsibilities include but are not limited to: expert level planning, oversight, analysis, communication, technical assistance and guidance for state, federal, and privately funded construction projects; project scheduling, coordination between concurrent projects, and budget management.
 
This position plays a critical role in collaboration and coordination of City teammates with external partners to achieve City Council priorities.
 
Work Type/Salary: Full Time
$131,110.00 - $187,299.00 Annually

Primary Duties:
*Construction Project Management: 

  • Lead and oversee all phases of construction projects from inception to completion, including planning, design, procurement, construction, and closeout.
  • Direct the preparation of detailed construction plans, budgets, cost estimates, preliminary and final designs, project specifications, legal descriptions, and other necessary construction documents.  
  • Develop project scopes, proposal processes, schedules, milestones and budgets.
  • Manage project document review and approval processes for projects.
  • Ensure projects are completed on time, within budget, and in compliance with relevant regulations and quality standards.
  • Work closely with the design and construction teams to ensure the design and construction delivery of projects complies with all applicable Federal, State and Local requirements.
  • Monitor performance of contractors.
*Budgeting and Financial Management: 
 
  • Develop and manage project budgets, ensuring projects are delivered within approved financial parameters. 
  • Implement cost control measures to minimize project expenses and maximize value for the city. 
  • Monitor expenditures, identify cost-saving opportunities, and ensure compliance with grant requirements and financial regulations.
*Contract Management: 
 
  • Oversee the procurement process for construction contracts, including the preparation of bid documents, evaluation of proposals, and contract negotiations.
  • Ensure compliance with city procurement policies and procedures.
*Grant Management: 
 
  • Collaborate with teammates and consultants to pursue grant opportunities for capital projects.
  • Help oversee grant agreements and ensure compliance by achieving performance metrics.
  • Maintain accurate records and documentation to demonstrate grant compliance and support audit requirements.
*Stakeholder Collaboration
 
  • Develop and maintain relationships with partner organizations.
  • Work closely with partner organizations to align objectivities and strategies.
  • Identify opportunities for collaboration and engagement to support organizational goals and initiatives.
  • Organize meetings, workshops, and events to facilitate dialogue and collaboration among stakeholders. Lead discussions, brainstorming sessions, and working groups to develop strategies and action plans.
*Provide internal and external customer service and represent the City of Rochester in relationships with developers, citizens and other agencies.
 
  • Respond to inquiries, complaints and requests for information regarding project issues.
  • Assist and coordinate with city staff offices and agencies on contracts, claims, and other project related matters.
  • Make presentations of complex nature, including detailed technical support, research, analysis, cost estimates, engineering reports, and professional recommendations to City Council, Commissions, neighborhood groups, and professional organizations.
  • Provide information on important projects to department managerial and technical employees including the City Engineer, development services team, Rochester Public Utilities as well as other City departments.
  • Actively participate in the development services review committee on projects related to the downtown.

  • Oversee the recruitment, hiring, and orientation processes for new employees and ensure strategies are implemented to obtain and maintain a diverse workforce.
  • Partner with Human Resources professionals to resolve employment/labor relations issues and participate in collective bargaining agreement negotiations when requested.
  • Encourage and inspire employees to do their best work while demonstrating positive leadership, positive communication, and a commitment to our Foundational Principles.
Perform other duties as assigned or necessary

* ESSENTIAL FUNCTIONS 
Qualifications:
Education and Experience
A Bachelor's degree in civil engineering, construction management, architecture or related field from an accredited four-year college or university and 10 years experience managing municipal or similar construction projects including two years of supervisory experience.
   
Licenses and/or Certifications
Valid Minnesota driver's license or valid driving privileges within the State of Minnesota.
   
Desirable Qualifications
Registered Professional Engineer with the State of Minnesota Board of Licensing
Construction Management Certification
Project Management Certification
Experience achieving WMBE (Women and Minority -Owned Business Enterprise) goals
